A homeless non-profit will build the navigation center on an empty lot near the corner of Mill Street and Reeds Avenue south of town - about a quarter-mile west of Interstate 5. I believe it s OK if they have staff, said Alan Larson, a Tehama County resident.  Another resident - Alfonso Sanchez - says he is unsure about the plan.
