As part of an effort to encourage kids to wear their helmets, the Owatonna Police Department is on the prowl for children correctly wearing safety helmets while on bikes, scooters, skateboards, and in-line skates. If caught, your child will receive a voucher for a free small cone at Dairy Queen.
