By Wednesday night, most of Austin was dealing with four overlapping crises: the continuing COVID-19 pandemic, the arrival of winter storms that brought the coldest weather in decades, the near collapse of the state electricity grid, and water system failures that forced a citywide boil water notice. Each of these helped make the others worse.
While COVID-19 infections have leveled off from the surges of previous weeks, area hospitals were nearly full before the storm hit. As the electric grid crisis forced nearly half of Austin into darkness and cold for three full days, residents dependent on power-driven medical equipment were forced to call 911 to be transported to hospitals. HACA secures more than $20 million in federal funds to fight homelessness
$23M in new resources announced for homeless in Austin
Mayor Steve Adler and the Housing Authority of the City of Austin announced Friday two new resources to aid the homeless currently residing in temporary shelters and to build and finance new housing for the homeless.
AUSTIN, Texas - The Housing Authority of the City of Austin has secured more than $20 million worth of federal funds for voucher programs fighting homelessness.
More than a million dollars of that funding comes from the CARES Coronavirus Relief Act. It will help secure permanent supportive housing for 100 of the more than 300 people living in Austin s 5 protective lodges, also known as ProLodges. Those motels that originally we were going to open up as permanent supportive housing, but instead we had to devote them to help keep the community safe during a pandemic. explained Austin Mayor Steve Adler.  ....

When Alejandro Hernandez moved into the motel room provided for him this summer, he was relieved to no longer worry about getting run over by a car while sleeping. Before being admitted to Protective Lodging, at one of the five properties bought or leased by the city to protect unhoused Austinites from COVID-19, Her­nan­dez had been living under I-35 at 38th½ Street for the last six years. You ve got to be careful out there, Hernandez told us in the hallway of his ProLodge, while awaiting an appointment with the CommUnityCare street medicine team. You ve got to always watch for cars, because if you roll into the street, you might get run over. ....
