The last few years have not been easy for young people. But in spite of all the challenges, they have shown resilience. Now the government has put out a Youth Development Blueprint, which is an important step, because it offers a strategy that will help young people, as well as Hong Kong, move forward.
 
I have been working with young people for more than 36 years, and today I would like to expand my thoughts on the four Action and Measure words used in the Blueprint.
 
The first is Hope. We all know that young people are short of hope, but I believe hope comes from opportunities. So the government should give young people hope through opportunities in employment, by focusing on their interests and creativity. Hope by diversifying away from traditional industries and looking into other types of jobs and styles. Hope through flexi-work experiences and different qualifications to pathways for employability. I am a totally blind patient with Retinitis Pigmentosa, a rare genetic disorder of the eyes that causes progressive loss of vision. Interestingly enough, after losing my sight, I started to see things that I didn’t see in the past. I can see that Hong Kong has a world-class healthcare system which is well-known for its quality, efficiency and the healthy population it serves. But as a patient, I can also see that the voices and needs of patients with rare diseases are often marginalized and ignored in Hong Kong. The only thing that I can’t see is why the Government avoids mentioning “rare diseases” by adopting the term “uncommon disorders”. Without an official definition of rare diseases, the Government can’t even tell whether the disease that I am suffering from is rare or not.
