Over the past few years, the U.S. Department of Agriculture (USDA) has set a terrible precedent by greatly expanding its use of the Agriculture Secretary’s discretionary spending authority under the Commodity Credit Corporation Charter Act.REF Congress has only exacerbated the problem by passing appropriations language that arguably suggests an after-the-fact blessing of these actions.REF
The Agriculture Secretary has far too much discretion under the Charter Act, but up until recently, this discretionary power has generally not been abused. Over the past few years, this has changed. Farmers gain improved access to small business support as PPP reopens


Farmers who run their operations as sole proprietors, independent contractors, or otherwise self-employed individuals will have newly expanded access to the Paycheck Protection Program (PPP) under changes made in the COVID stimulus package Congress approved. 
Producers who were denied PPP loans or whose loan amounts did not consider self-employment compensation may now be eligible for the vital federal small business support. Eligibility information and more details can be found here. Those wanting to apply for a PPP loan should contact lenders directly for more information on when PPP will be open for that specific lender.

South Dakota Sen. John Thune voted in favor of the $900 billion pandemic relief package that passed both the House and Senate in rapid succession last night (Mon.).
The first coronavirus vaccinations were distributed in the US last week and Thune says we need to build on that momentum to make sure distribution goes smoothly so we can vaccinate as many Americans as possible, as quickly as possible.

The COVID relief package will help us achieve that goal by providing important funding for vaccine distribution.
