New Law Restricts Local Governments’ Ability to Address Climate Change
House Bill 1191, now Public Law 180, takes away local governments’ power to restrict natural gas or set energy-saving regulations on buildings.

Beginning July 1, local governments in Indiana will have much less power to enact regulations that would reduce their contributions to climate change.
Gov. Eric Holcomb signed into law House Bill 1191, authored by Rep. Jim Pressel and co-authored by the chair and vice chair of the House Utilities, Energy and Telecommunications Committee, Rep. Ed Soliday and Rep. Ethan Manning.
The law takes away the power of local governments to prevent the use of fossil fuels and to enact other energy-saving and energy-producing regulations. ....

Indiana General Assembly tries to stop cities from banning natural gas


Cities across the country are pushing for electric-only buildings, some by banning natural gas, as part of an ongoing effort to curb emissions and stall climate change. But another national push is underway in state legislatures to prevent this type of ban from happening elsewhere including in Indiana. 
House Bill 1191 would limit Hoosier city and town governments from banning any specific type of fuel source for appliances and heating homes. The language is neutral, but it’s been made clear in hearings that the issue is about protecting natural gas.
The bill which has passed out of the House and is now awaiting a hearing in the Senate is more of a preventive measure. After all, it doesn’t appear any Indiana cities are looking to ban natural gas any time soon.  ....
