边缘小县的命运：撤并会否成为一种趋势？


随着改革开放以来中国经济的高速发展和城镇化的突飞猛进，大量人口向经济发展优势地区流动、聚集，并深刻的改变了中国的城乡、区域人口分布格局。这会也使一些人口持续流出的边缘小县面临着命运转折：是继续保留县的设置，还是应“撤并降转”（撤销、合并、降级、拆分转隶）？
日前，中国区域科学协会会长、中国社会科学院生态文明研究所党委书记杨开忠，在接受《时代周报》的专访时，以年初备受关注的陕西佛坪县是否应撤并为案例，分析了中国县级行政区划的未来趋势：在优化国土空间布局、推进新型城镇化和区域协调发展中，“胡焕庸线”西北半壁偏远、封闭、稀疏小的县，处于不利地位，经济地位下降，人口流失，县设置“撤并降转”现象，会更加普遍、突出。
因此，杨开忠主张：对一些边远地区，即“胡焕庸线� ....
