Introduction In February 2021, the European Union’s (EU) Foreign Affairs chief Josep Borrell arrived in Moscow to discuss “the fraught state of EU-Russia relations” [1] amidst the ongoing trial of opposition leader Alexey Navalny [2] and protests against his detention.
