Because of the controversy resulting from the unilateral termination by the Defense Department (DND) of the University of the Philippines (UP) and the DND s accord limiting the entry of security personnel inside UP, Commission of Higher Education (CHED) chair J. Prospero de Vera was quoted in reports as saying a “panel of education experts will define the meaning of academic freedom and the role of security forces in the protection of academic freedom and the welfare of students.
CHED or a panel of experts will define academic freedom for the University of the Philippines? This is the most intrusive, gross, and unconstitutional governmental action that can ever be done in regard to education. No governmental agency should define how academic freedom should be operationalized in UP and, for that matter, in any educational institution, like Ateneo de Manila ....

Ang Unibersidad ng Pilipinas (UP) at Politeknikong Unibersidad ng Pilipinas (PUP), bilang mga nangungunang pampublikong pamantasan ng bayan, ay bukas sa lahat ng mamamayan. Ang mga ito ay bukas sa lahat ng nais mag-aral – maging sa mga kasapi ng Armed Forces of the Philippines (AFP) at Philippine National Police (PNP). Ang anumang pamantasan ay bukas sa lahat ng mga demokratikong ideya at kaisipan para lalong palalimin ang ating kolektibong kamalayan at karunungan.
Subalit, ang mga unibersidad na ito ay sarado sa anumang uri ng karahasan, panggigipit, at pang-aabuso, galing man ang mga ito sa AFP at PNP o sa mga armed non-state actors. Ang mga pamantasan ay dapat mga ligtas na espasyo laban sa lahat ng uri ng karahasan. Ang mga paaralan ay hindi lugar ng armadong digmaan. Neither are they Tokhang playgrounds of rogue police personnel. Ang tanging tunggalian ....
