The 380-parcel utility undergrounding assessment district passed by a weighted vote of impacted property owners on Tuesday. Construction work is set to begin in June.
The Laguna Beach City Council voted to decrease the minimum age to be eligible for the underground utility assessment deferment loan program from 62 to 55. The household income threshold will be set at 20% above the Orange County moderate income limit.
A weighted majority of ballots cast by property owners within the Diamond Street district favored the project, which has been billed as a public safety improvement in Laguna Beach.
The Laguna Beach City Council directed city staff to return with a plan to reduce the total assessments for the 20 property owners within the proposed district.
