That’s according to an independent auditor’s report that looked at questionable business relationships involving Phil San Filippo, former director of the Las Cruces Convention and Visitors Bureau, who later became the city’s economic development director; Marci Dickerson, who ran a catering company that serviced the Convention and Visitors Bureau; and Stuart Ed, former city manager, who was in charge of overseeing these transactions.
