Cops say that Cody Meader was busted in a St. Petersburg Target store in October 2019.
Meader did not head to the bargain bin.
Instead, police said the Disney enthusiast began rubbing his genitals against the two stuffed animals before “pleasuring himself to completion” with the Olaf character.
