戰力防護的作法
除此之外，戰力保存的內容還包括把部隊疏散到民用建築，例如廠房、校園、民居、超市、影院、高架橋下、洞涵、隧道等等。某種程度來講，部隊疏散到民間有兩個意義：準備巷戰、把居民當作人質。
巷戰過於殘忍，而且解放軍不見得會進入城鄉部；發生戰鬥的地方，一定是解放軍所要奪取的地方，例如防空陣地、飛彈陣地、軍港與機場、金融中心、廣播電台、發電廠、各級指揮所等等。國軍準備巷戰，怕是浪費了兵力。
戰力防護就是後發制人
如果解放軍和國軍是兩個類似量級的對手，雙方軍事能力、兵員數量、作戰地區同樣的廣闊、作戰效能接近，那麼交戰過程可能冗長，先發不見得可以制人，後發也較具有制人的空間。
但是目前兩岸軍事力量反差極大，國軍無論是在技術與兵員數量、甚至於在作戰效能� ....
