In what was once a prison system heavily populated with gang members, facilities under the purview of the Mississippi Department of Corrections have seen a drastic decrease in the gang population, according to Commissioner Burl Cain. The first Black woman to head Mississippi Department of Corrections (MDOC), Pelicia Hall oversaw death and abuse in MDOCâs concentration camps. She has since stepped down from MDOC to go into the private sector to continue her âadvocacy to reformâ the same atrocities she allowed under her watch. Oppression is oppression by any color or gender.
