We learn that focus would include major tax increases on some of the countrys highest earners in order to pay for tax breaks for the middle and lower income. Those tax increases would include the Capital Gains rate for couples earning more than 500,000 a year. It will move from 20 to 28 . It will target money that comes after the death of an individual.
