Black Bear opens in the face of shutdown Madras diner opens doors despite state mandates limiting restaurants only to takeout service Monday, Dec. 28, the parking lot was full at the Madras Black Bear Diner, along with most of the booths and tables. Many of the customers at those booths came to support owner Joe Davis in his stand against state restrictions. I don t believe the masks and restrictions are beneficial and they re hurting businesses unnecessarily, says Frank Wood, who came from Crooked River Ranch just for this occasion.
