The Continental Leadership Research Institute says the Cyber Security Bill is an important piece of legislation which will help to curtail a number of Cyber Crimes and Cyber Bullying in the country but that the timing of the Bill is wrong.
In a statement to the media Institute Executive Director Paul Mundia Hakoola said enacting the Cyber Security law at a time when the country is heading towards elections will water down it’s importance as it will be seen to be targeting a certain section of society.
Mr. Hakoola said the enactment of the said law will be seen as an infringement of the freedom of expression something which should be avoided if the country is to have a fair playing field in the August polls.
The Continental Leadership Research Institute (CLRI) has expressed concern at the recent statement by the Electoral Commission of Zambia over possible restrictions regarding the number of international election observers to be allowed in the country owing to the COVID-19 pandemic.
In a statement issued to the media, CLRI Executive Director, Paul Mundia Hakoola says ECZ should be more consultative when making such important decisions as opposed to making announcements without engaging stakeholders.
Mr. Hakoola says the statement by the electoral body undermines the spirit of transparency which is one of the co-values of ECZ.
“ECZ has been less consultative and the institute has also noted the lapses by commission’s media department to engage stakeholders through robust media programs aimed at explaining the electoral processes and conduct civic education,” which he says is a situation that has caused anxiety among members of the public.

The United States government has praised the Continental Leadership Research Institute (CLRI) for it’s efforts in developing programs that engaged young people in the Democratic process of the country.
Speaking during the launch of the Capacity Training for Youth on Governance for Effective Youth Participation in Democratic Processes, U.S. Embassy Deputy Director of Public Affairs Julien Kreuze said his government will continue to help CLRI and other organizations in their efforts to ensure that youths are equipped with skills for responsive leadership.
He observed that with 65% making the country’s population it was commendable that CLRI has developed a program that does not only deeply engages the youths in their advocacy skills but also learn about responsible civic engagement.
