let s explain the specifics of what s happening in bryan about an hour away, the logistics of this gang safety zone is there s a 9 p.m. curfew, they cannot associate with each. they are barred from committing crimes, which you assume are barred from doing just by law. there are no cell phones allow, spray paint cans not allowed and they cannot have gang clothing or signs, i guess as best i understand it, the law requires the city there at least to show that those people involved have habitually engaged in at least five instances of organized criminal activity in a year s span. i know this is bryan not houston. but if these guys are committing these crimes consistently, and they are known gang members who are so actively involved, why are they still out on the streets? that s something for the bryan local authorities. but we at the city of houston have a pretty big patrol area, over 700 square miles and from what i understand in talking with our mayor s anti-gang task ....
