I see that as a feature, not a bug in our system of government. You help the president fight for his share of the turf based on article to authorities. Each branch takes care of what it has to do to defend its own boundaries. It makes it easier to just everyone will see everything through the lens of today, not 10 years ago or 10 years from now.
