A highly decorated New York City Correction Department captain has been suspended after raising safety concerns about the handling of a violent Rikers Island detainee, the Daily News has learned.
Hernandez is one of three detainees who claim they were subjected in the fall of 2021 to appalling dangerous conditions in unstaffed intake cells with minimal security and then held longer than they should have been. The case sparked public attention Feb. 3 when Manhattan Federal Judge Colleen McMahon blasted the Correction Department after lawyers for the city blew off three deadlines to turn over the names of staff involved in their detention.
Eleven months into his mayoralty, Mayor de Blasio described New York City’s jails as broken, “dehumanizing” and in unrelenting crisis, and swore he had a “moral obligation” to fundamentally improve them. Eight years later, de Blasio’s proposed fixes are far from complete, and the jail system is a harsher place for detainees to live and for officers and staff to work.
