City Council Approves Richmond Master Plan With Amendments Coming

Richmond City Council gave final approval Monday night to the Richmond 300 master plan, which will guide the city’s growth until its 300th anniversary in 2037.
The 256-page master plan lays out future land-use and other changes that will be necessary to accommodate new residents in a growing city. According to Richmond officials, approximately 32,000 people have moved to the city in the last two decades. Another 40,000 people are expected to move to Richmond by 2037 under the most conservative growth estimate provided by VCU’s Center for Urban and Regional Analysis. The master plan also includes an ambitious list of goals for city leaders over the next 20 years, including expanding access to green space and public transit, as well as creating thousands of new affordable housing units.  ....

City Council slated to vote on Richmond 300 plan on Monday


LaToya Gray sees the legacy of urban renewal on a vacant lot where her great-grandparents used to live on Idlewood Avenue before the construction of the city’s highway system started more than 70 years ago.
She says the Richmond 300 master plan, intended to guide the city’s growth over the next 20 years, is a step toward correcting a history of decisions that changed the trajectory of countless Black lives. She said new ideas described in the proposed plan would encourage development without further displacing communities that suffered under previous urban planning initiatives.
“As someone who has grown up in this city and knows what it’s like to be marginalized . I know how devastating previous master plans have been on the African American community,” Gray said. “The planners were intentional about reaching out to people who were marginalized and included those voices in the process.” ....
