City. frederik pleitgen joins us now. what have you seen? reporter: i was in neighborhoods outside of the city center and it s really amazing. once you get into these neighborhoods you see people on every corner armed with sticks, some armed with rifles, others with pistols, and they re walking the streets. you see some of them in front of their houses banned together and they re trying to stop looters from coming in and taking away their property and possibly of course also causing harm to the people there. what we saw when we were on the streets is we saw these people again and again chase away guys who were coming by on motorcycles who they said they believe were some of the looters trying to go in and cause mayhem in the areas. we saw people with samurai swords, people on motorcycles with shotguns, the works, really, in those neighborhoods. and they tell us they re getting absolutely no help from the police force. they say the military right now isn t enough to secure the area ....

Say are gangs trying to loot. they showed us some people who went by with furniture and other things on a flatbed truck. they say that s probably some of those people. they showed guys coming by on motorcycles, carrying samurai swords on the back of motorcycles, and they say these are the kind of people they re watching out for. and every time one of these vehicles with people like that try to stop in the place that we were, all of these guys came charging out with their clubs and their guns and immediately got these people to go on, because they simply didn t want them to be there. the folks we saw were extremely concerned for their safety, for their property, and also for the safety of their families. and the thing about this is, jonathan, tease are not slum neighborhoods or something, these are middle class neighborhoods of cairo where people are absolutely afraid and where they say that there s an absence of any sort of law enforcement authority to keep any sort of order in this ar ....
