More than 20 people testified at the Howard County Council meeting Monday, urging approval of a special financial agreement and an ordinance waiver that would allow the Patuxent Commons project in Columbia to proceed. Plans call for a 76-unit affordable apartment complex on a wooded lot at the northeast corner of Cedar Lane and Freetown Road.
