On April 27-28, the Multistate Tax Commission’s Uniformity Committee (UC) held its spring meeting virtually. In addition to voting to adopt a UC Charter, the following uniformity projects were advanced:
Partnership Project The UC approved a recommendation by the Standing Subcommittee to develop a model or uniform state law on partnership taxation. Specifically, the working group will consider issues related to multijurisdictional partnerships operating income (including nexus and sourcing issues), issues related to the sale of a partnership interest, certain administrative and informational reporting issues, and partnership level taxes generally. ....

Washington lawmakers approve capital gains tax for the first time in state history

With time running out on the legislative session, Washington state lawmakers approved a $59 billion state budget including a tax on capital gains that has divided the region’s tech community.
The Sunday vote on the capital gains bill, mostly along party lines, primarily targets stock and business ownership sales with a 7% tax for the first time in state history.
Rep. Noel Frame, a Seattle Democrat who was a key advocate of the measure, said she was thrilled the bill finally moved through the legislature. ....

PARKERSBURG The next regular Parkersburg City Council meeting comes in the midst of municipal budget hearings.
People will have the chance to weigh in on the 2021-22 budget and capital plan during a public hearing at Tuesday’s council meeting, scheduled for 7:30 p.m. in council chambers on the second floor of the Municipal Building. Council will meet in the chambers as the Committee of the Whole at 6 p.m. Monday, Wednesday and Thursday to review the $38.2 million spending plan and consider amendments to it. ....

When Weirton Council convenes tonight at the Millsop Community Center, members will be asked to vote on an ordinance providing businesses operating in the city with a one-time 10 percent credit on what they owe for Weirton’s Business and Occupation Tax for the third and fourth quarters of the current fiscal year.
We are glad to see this ordinance on tonight’s agenda, and would encourage council to pass it.
We also encourage city officials to not limit themselves to only this offering to the city’s business community. As we all know, COVID has hit out state and our region hard. Businesses were forced to close for a time. Some were unable to reopen. More families have found themselves in need of assistance than at any point in at least the last 40 years. ....

Weirton preparing street paving program | News, Sports, Jobs

WEIRTON The city is planning for this year’s street paving program, with a pair of resolutions set to go before Weirton Council during its meeting Monday.
The resolutions received recommendations from the city Finance Committee Wednesday.
Contracts, if approved, will include $859,280 for citywide milling and paving using general fund dollars, and $352,836 through Community Development Block Grant funds.
Both contracts are with Kelly Paving Co.
Public Works Director Rod Rosnick explained, in planning for the paving, he looked at last year’s costs of $22 per yard, and budgeted $24 per yard. Most bidders, he said, submitted proposals higher than that amount, but Kelly Paving bid between $17 and $18 per yard. ....
