Can Once-Maligned Ranked-Choice Voting Make a Comeback in Burlington?

When Burlington voters cast their Town Meeting Day ballots on or before March 2, they ll have the opportunity to resurrect a voting system that some residents had hoped was long dead.
Question 4 asks whether the city should change its charter to bring back ranked-choice voting, a system that allows voters to rank candidates in order of preference. If no candidate receives a majority of votes, lesser-ranked choices come into play to determine a winner.
The measure would only apply to city council races and would need approval from the governor and legislature before it could go into effect in Burlington. It would first be used in the 2022 Town Meeting election. ....

With just four weeks until the election, Tracy would typically be upping his ground game about now. He d be packing his Surly bicycle with lawn signs and flyers and hitting the city streets to drum up votes. In each of his other campaigns, meeting people has been his favorite part, he said.
But the pandemic has forced him to campaign differently. Instead of house parties, Tracy has hosted online listening sessions with business owners and residents. Every mayoral debate is virtual, and dropping off campaign literature is a much less personal affair. Many residents will avail themselves of the mail-in ballots the city will provide to every registered, active voter. ....

Maya Gurung-Subba and her husband, Suk Subba, had high hopes for 2020. On January 24, 2020, their small restaurant in Burlington s New North End, Maya s Kitchen, celebrated a year in business. They had developed a loyal following for their regional Himalayan dishes, including chicken choila with chickpeas and crispy rice, fried pork-chile momos served in a spicy tomato sauce, and chunky vegetable curry.
The couple did everything themselves: sourcing specialty ingredients, cooking, washing the dishes. Maya s Kitchen broke even by the end of its first year, a notable achievement in the notoriously tough restaurant sector.
It was really good in 2019. It was really, really busy, Gurung-Subba said. Our big American dream in 2020: We were hoping to buy a house. ....
