NM civil rights bill moves to state Senate - Roswell Daily Record

A state bill that has been opposed by several county boards of commissioners, including Chaves County, has passed the New Mexico House of Representatives and is awaiting consideration of the Senate.
House Bill 4, the New Mexico Civil Rights Act, passed 39 to 29 on Tuesday afternoon after about three hours of discussion.
Area Republican Reps. Candy Spence Ezzell, District 58; Greg Nibert, District 59; and James Townsend, District 54; voted against it, as did Rep. Phelps Anderson, District 66, who is registered as “Decline to State.”
On Feb. 4, the Chaves County Board of Commissioners passed a resolution opposing the bill, an action the New Mexico Counties Association encouraged all counties to take and that several others besides Chaves have. A local legislator has introduced a bill to change how some of the members of a board tasked with overseeing public employee pensions are selected.
Under House Bill 162, introduced by state Rep. Phelps Anderson, R-Roswell, and Candy Sweetser, D-Deming, the 12-member Public Employees Retirement Association (PERA) Pension Board, made up of a combination of state officials and members elected by PERA, would have some of its board members appointed.
Appointees to the board, under the proposed legislation, would also have to “reside in geographically diverse areas of the state and have skill, knowledge and experience relevant to the financial, actuarial or fiduciary aspects of pension or investment fund management.” ....
