Man accused of groping UPS driver, exposing himself to woman

A Port Orchard man accused in 2019 of raping two women charges that were dropped is now accused of groping a UPS driver and exposing himself to a woman after walking into her house.
On Thursday, Neil David Chess, 39, pleaded not guilty in Kitsap County Superior Court to a count of residential burglary and a count of fourth-degree assault. Prosecutors added a “special allegation” of sexual motivation to both counts.
Family members who in recent years filed protection orders against Chess wrote in court documents that Chess is mentally ill, has assaulted them and has made violent threats. Further, one wrote that he had struggled to obtain help for Chess.  ....
