It follows a surprise visit, surprise visit to various Holding Facilities down in the Rio Grande Valley of south texas. Photos were part of the governments report. They show people packed into cells and make shift pens. One man is seen holding a sign to a window that read help, 40 days here. Agents inside the facility described it as a ticking time bomb.
