Michael Keen and Joel Slemrod
Michael Keen is deputy director of the Fiscal Affairs Department at the International Monetary Fund. Joel Slemrod is a professor of economics at the University of Michigan, where he is also Paul W. McCracken Collegiate Professor at the Ross School of Business. Both have been awarded the National Tax Association’s Daniel M.
