After 11 rounds of votes and two separate meetings, Allentown City Council Wednesday appointed local business owner Santo Napoli to a vacant council seat formerly occupied by now State Rep. Josh Siegel.
None of the 13 applicants to Allentown city council’s vacant seat secured the four votes needed to win the spot, meaning the seat will remain empty for the time being.
