“The BDA is at liberty to generate funds for the development of layouts under its jurisdiction. However, its decision to allocate funds raised by mortgaging vacant corner sites of Nadaprabhu Kempegowda Layout for the development of other layouts is concerning,” the NKLOF stated in the letter to the Chief Minister.
Ironically, the BDA insists, while sanctioning the layout plan to the land developers, to ensure no distribution or allotment of sites till all the amenities are in place. Still, it has failed miserably to provide basic amenities at the layouts developed by it. The BDA has yet to provide amenities at many of the layouts developed by it.
In January, BDA Commissioner G Kumar Naik set two deadlines. March 2023 for completion of the Main Arterial Road (MAR), and December 2023 for completion of all civil works at the layout. However, the formation of the 3.5 km Main Arterial Road is yet to commence due to land acquisition issues.
The Deputy Chief Minister noted that neither the site allottees nor the farmers who gave up their land have benefited from the ongoing development of the Nadaprabhu Kempegowda Layout. Interestingly, he did not hold the BDA officials and engineers accountable for the issues with the layout.
