Of cleveland s police force. they ll do it for the second time in a decade. maybe that will help. but there s no reason to think that federal intervention is magic. ask anybody who has ever been shot by an fbi agent. today the attorney general of new york state proposed something that would be a significant change. it would be at least a systemic kund of change. attorney general eric schneiderman proposed when police officers kill an unarmed civilian in new york, such a case should not be handled by local prosecutors. incidents like that should be treated as special circumstances for prosecution. they should be handed up as a matter of course to the state to investigate and prosecute. cases like that should go to his office to the office of the state attorney general. i think this would do go a long way towards restoring public confidence which right now is shot. the public and this crosses racial lines, ideological lines, public confidence in our system ....
