'Left Out' Phoenix Neighbors Claim Partial Development Victory


Some residents in south Phoenix are claiming a partial victory in their fight against a developer. 
This is not a story about neighbors yelling, “Not in my backyard. It’s a story about residents frustrated with the process.
“We know we need more housing,” a woman told the City Council on Wednesday. “We were never part of the process, we were left out.”
“Our pointed and direct questions were ignored for over six months,” said Trent Marchuk, a member of the South Mountain Village Planning Committee.
The committee recommended denial of the project that would require a zoning change and amendment to the general plan. A developer wants to build single-family homes for rent on the southwestern corner of 40th Street and Southern Avenue. ....

South Phoenix will soon get its own development plans. But will it stop displacement?

South Phoenix residents have criticized Scottsdale-based Pivot Development over the redevelopment of South Plaza for ignoring transit-oriented development framework.
The citywide plans suggest that developments in and around South Plaza be smaller than 40,000 square feet. The expected tenant, Mexican grocer El Super, would exceed 44,000 square feet, according to early plans.
The citywide Phoenix transit-oriented development plan sets goals and frameworks specific to neighborhoods to develop pedestrian and transit-friendly environments. But if a developer is operating within its property rights, there is not a concrete way for the city to stop them from ignoring those policies. This has led to repeated calls from south ....
