Dionne Delli-Gatti, secretary of the North Carolina Department of Environmental Quality, speaks to reporters at the Legislative Office Building, on Wednesday, June 2, 2021, in Raleigh, N.C. A state Senate committee recommended Wednesday that Delli-Gatti not be confirmed for the secretary s position. Gov. Roy Cooper picked her for the job.Gary D. Robertson/AP
RALEIGH, N.C. (AP) A sharply divided North Carolina Senate on Thursday formally rejected Democratic Gov. Roy Cooper s choice to lead his environmental department, with Republicans who insisted the nominee was ill-prepared for the post winning the vote. ....

'Our No. 1 vulnerability:' Senate won't confirm Cooper's pick to lead environmental agency - Carolina Journal

North Carolina relies on a single pipeline for its natural gas, making it uniquely vulnerable to disruptions, shortages, and even more nefarious problems.
“North Carolina’s future, not to mention lights, heat, and air conditioning in millions of homes, is at risk because of the state’s full reliance on a single natural gas pipeline,” Sen. Norm Sanderson, R-Pamlico.
In an unprecedented move, N.C. Senate leaders say they won’t confirm Dionne Delli-Gatti, Gov. Roy Cooper’s pick to lead the Department of Environmental Quality because she admitted to having only “a little bit of knowledge” about a proposed second natural gas pipeline and failed to articulate the administration’s natural gas strategy. ....

Study: Socially vulnerable areas more likely to have natural gas transmission, gathering lines

The base map from the CDC shows the degree of social vulnerability by county. The dark blue areas are the most socially vulnerable and the light green is the least. The overlay of the red line represents the approximate route of the Mountain Valley Pipeline Southgate project. It would traverse two socially vulnerable counties Rockingham and Alamance as well as part of Occaneechi Band of the Saponi Nation tribal lands, north of Burlington.
Four academic researchers, including Ryan Emanuel and Louie Rivers III of NC State University, have found that of the 2,261 U.S. counties traversed by natural gas pipelines, counties with more socially vulnerable populations have significantly higher pipeline densities than those less socially vulnerable. ....

Energy leaders, experts say N.C. too reliant on Colonial, Transco pipelines - Carolina Journal

North Carolina remains vulnerable to fuel shortages because it’s too reliant on a pair of pipelines for gas and energy, industry leaders and experts told lawmakers.
The point is made even more crucial because of a recent rise in both the number and sophistication of cyberattacks, such as the one that recently crippled the Colonial Pipeline, leading to widespread gas shortages on the East Coast.
North Carolina relies on the Colonial Pipeline for gas and the Transcontinental Gas Pipe Line for natural gas.
“When you depend on one source, as we’ve seen in the last few days, you run that risk, and the risk is enhanced because of cyber security attacks such as we’ve had now,” said Edward Finley, who was appointed as chair of the N.C. Utilities Commission under former Democratic governors Mike Easley and Bev Perdue. ....

MVP Southgate again denied permit for natural gas pipeline ending in Alamance County

The Division of Water Resources has again denied a water-quality permit to the proposed Mountain Valley Pipeline Southgate that would carry natural gas from Virginia to Graham after an appeals court ordered more consideration.
“In the absence of the MVP Mainline pipeline’s completion in Virginia, the MVP Southgate project has no independent utility,” according to a recent letter from The North Carolina Department of Environmental Quality Division of Water Resources. “In essence, it would be a pipeline from nowhere to nowhere incapable of carrying any natural gas, and certainly not able to fulfill its basic project purpose, while having no practical alternative.” ....
