CITY OF MALOLOS: The provincial government of Bulacan added another feather to its cap after bagging the excellence award as the Most Outstanding Province in Luzon under the Large-Scale Category bestowed by the Department of Agriculture-Philippine Rice Research Institute (DA-PhilRice).
