853 IT was stated at the conclusion of the Labours of the Southborough Committee that no Provincial ruler in India was more in sympathy with the scheme of Reforms outlined in the Montagu Chelmsford report than Lord Willingdon. We have had frequent occasions to express our disapproval of Lord Willingdon’s utterance and of certain measures of his administration, but we believe his statement was, on the whole, correct. In the discharge of his responsibilities as Governor under the Government of India Act also Lord Willingdon has so far shown himself equally anxious to give effect to the underlying spirit of the Reforms.
