Budget issues that have plagued Lemon Grove for decades look as if they are finally starting to improve, with next fiscal year’s projected deficit only a third of what was estimated.
Even during the COVID-19 health emergency, when city leaders at one time feared facing a $1.9 million deficit, Lemon Grove is projected to end the current fiscal year with a shortfall closer to $25,000.
The deficit shrank in part because the city eliminated five positions in its Public Works department, cut two Sheriff’s Department positions and reaped better-than-predicted pandemic-era spending in local stores.
Now Lemon Grove is moving ahead with its budget for 2021-22, which the City Council is expected to approve before the fiscal year begins on July 1.

A major hurdle to developing new and effective treatments for drug addiction is better understanding how exactly it manifests itself before, during and after chronic use. In a paper published online in the April 21, 2021 issue of the journal
eNeuro, an international team of researchers led by scientists at University of California San Diego School of Medicine describe the creation of two unique collections of more than 20,000 biological samples collected from laboratory rats before, during and after chronic use of cocaine and oxycodone.
Developed by the Preclinical Addiction Research Consortium, located in the Department of Psychiatry at UC San Diego School of Medicine and at Skaggs School of Pharmacy and Pharmaceutical Sciences, the new cocaine and oxycodone biobanks include samples from 20 different organs, plus urine, blood and feces.

Lemon Grove’s financial future remains uncertain, but the city recently received a clean audit for the first time in three years.
Greg Fankhanel, of Van Lant & Fankhanel LLP, told the City Council recently that a deep dive into the city’s budget from July 1, 2019 to June 30, 2020 showed no errors in accounting.
The firm said that previous audits uncovered the need for changes in financial management best practices. They found six issues in Fiscal Year 2017-18 and three more in 2018-19, all of which have been addressed, City Manager Lydia Romero said.
Auditors said they found no major issues this year mostly because Lemon Grove “has implemented new policies and procedures to ensure the accuracy of the city’s financial record-keeping and reduce opportunities for fraud,” they wrote in their report.
