The incident, which happened August 17, has since spawned outrage in affluent Minnetonka - a furor that finally erupted Monday before the Minnetonka City Council.
According to the city of Minnetonka, this is its first carjacking of 2023 and there have been fewer than five carjackings in the city in the past three years.
