Studies have found most 911 calls are for non-urgent, non-violent incidents. People are reporting noise complaints, loitering, loose animals, shoplifting, public intoxication and welfare checks for homeless individuals, for example.
A report from the Center for American Progress, a liberal think tank, analyzed 911 calls from eight large cities and estimated between 33% and 68% of those calls could be handled without sending an armed officer to the scene.
In Milwaukee, police typically dispatch more than 250,000 calls annually. About 30% of those calls are low-level issues handled at a police district, over the phone or by an outside entity, according to police data provided to the Common Council.
