Meanwhile, investigators are seeking potential felony charges against the canines’ owner. An investigation into potential animal abuse began when Michigan Humane Detroit contacted law enforcement in Saginaw County several months ago, said Bonnie Kanicki, director of Saginaw County Animal Care and Control. Carrollton Township police and Animal Control officers began a joint investigation, Kanicki said. Carrollton Township Police Chief Craig A. Oatten said that while officers were watching the house in question, they didn’t have the ability to get a search warrant.
