recently. but ultimately, analysts say, it is a healthy sign for the housing market. foreclosures had been slowing sharply this year, but the decline was artificial. as odd as it seems, the 33% increase in new foreclosures indicates that the market is getting back to normal. reporter: realtytrac s rick sharga says paperwork problems, legal challenges and a glut of foreclosed properties already on the market had forced banks to stall foreclosure proceedings, until now. in effect, is this actually good for the housing market? we can t get the housing market back to a state of health until we get through this backlog of distressed properties. reporter: how big is the delinquency problem still? there are still between 3.5 and 4 million seriously delinquent loans out there. reporter: in fact, almost 800,000 borrowers are now more than a year behind on their payments and nearly 8% of all mortgages are more than 90 days overdue or in foreclosure. before the crisis, ....

good morning, welcome to early show. i m wragge. i m erica hill. how frustrated voters are with washington. president obama s job approval rating is reaching an all-time low, but he is still miles ahead of congress when you look at the numbers. a cbc news/ new york times poll shows only 12% of americans say congress is doing a good job. that is the worst showing in the history of our polling. joining us now, cbs news chief washington correspondent bob schieffer. incredible to see it get this low. were you surprised by that 12%? well, i never heard of anything like this. this is just extraordinary. i mean, the folks over at the white house say, you know, been really doom and gloom over there about how the president s approval rating, i think, in the latest gallup poll is down to 39%. but, my heavens, he s 20 points ahead of the members of congress. only 12% approval rating. i ve never heard of anything. i think that probably some car thieves have a higher approval ....
