The Capitol Police chief says in his prepared testimony he just wasnt expecting anything like this and they were prepared for something far less violent. So im not sure were going to get the answer to that question today and it may be that the only way to get that answer is to have a 9 11style commission that can get out there and interview everybody that was involved. But that is a key question. And of course a couple of other questions about what happened on that day still havent been answered.
