MANILA, Philippines The move to amend restrictive economic provisions in the 1987 Constitution has hurdled the committee level at the House of Representatives.
As the nation marked the 34th anniversary of the ratification of the Charter yesterday, the committee on constitutional amendments decided to adopt Resolution of Both Houses (RBH) 2 filed by Speaker Lord Allan Velasco that seeks to allow Congress to pass laws that would open the economy to more foreign investments while recovering from recession caused by the COVID-19 pandemic.
The panel chaired by AKO Bicol Rep. Alfredo Garbin Jr. voted 64-3 with three abstentions to approve and endorse the measure to the House plenary for deliberations. ....

House supermajority wants separate voting on Cha-cha
MANILA, Philippines The House of Representatives will pursue its plan to decide and vote on the proposed liberalization of economic provisions in the 1987 Constitution separately from the Senate.
The supermajority coalition in the chamber has decided to support the separate voting procedure as stipulated in Resolution of Both Houses No. 2 of Speaker Lord Allan Velasco.
In a manifesto released on Thursday, leaders of political parties and power blocs expressed support for the
 proposed amendments to restrictive economic provisions of the Charter and said “the House of Representatives and the Senate shall vote separately.” ....

Crossing party lines, leaders of various political groups and blocs at the House of Representatives signed a manifesto supporting Speaker Lord Allan Velasco s proposal to amend the restrictive economic provisions in the 1987 Constitution to help the economy recover from the impact of the COVID-19 pandemic.
We believe that now is the most opportune time to resume the deliberation on the amendments to the economic provisions specified under Resolution of Both Houses No. 2 for the primary purpose of mitigating and providing lasting solutions to the devastating economic effects brought about by the COVID-19 pandemic, read the manifesto. ....

Leaders of eight major political parties and blocs in the House of Representatives have inked a manifesto expressing their “full and unwavering” support for the approval of Speaker Lord Allan Velasco’s Resolution of Both Houses No. 2, which seeks to amend the economic provisions of the 1987 Constitution.
