I think you clarified some of the questions i did have, but i think overall the changes you are making are good, especially when sometimes you have core issues its good to cut down the number of members. Although people want to participate i think it can be good to do that. I think your change on page 9, part c in terms of 30 days i think you probably want to move more quickly on appointments so they can begin to do this work as part of the council.
