Former Eastern Cape health superintendent-general Dr Thobile Mbengashe has come out slugging in premier Oscar Mabuyane’s disciplinary inquiry against him, saying he never initiated the fraught tender to procure “scooter ambulances and clinics”, which underpins the hearing.
