“It is important to note that this would be different than a regular development permitting process,” Director of Protective and Community Services Chris Manuel said. “Where this is council’s only opportunity to put their fingerprint on what they want to see in regard to design standards and those sorts of things. If this becomes a city-owned and controlled facility, that opportunity exists at any point.”
