Iowa to review city's use of sales tax funds on street renovations


Indianola City Council s choice to fund the downtown Square streetscape project is being challenged by hundreds of Indianola residents with the help of a Des Moines-area legal group.
Alan Ostergren, the president and chief counsel of the Kirkwood Institute, announced in a news release Monday that 250 Indianola residents had signed a petition to ask the state to overrule an Indianola City Council decision, made on April 19, to fund the city s streetscape project with local option sales tax funds.
In the release, Ostergren said Iowa law allows for residents to challenge the city council’s actions by filing a petition with the county auditor, which will forward it to the Iowa State Appeal Board to make a determination whether the city’s action was appropriate and lawful. ....

Kirkwood Institute Announces Assistance with Indianola LOST Funds Challenge


A petition by Indianola residents to challenge the Indianola City Council’s vote to use $2 million in Local Option Sales and Service Tax funds for the Downtown Streetscape Project has been received by the Warren County Auditor’s Office and forwarded to the Iowa State Appeal Board.
The Indianola City Council approved using LOSST funds on the lone Downtown Streetscape Project bid which came in over $2 million over the projected bid in a 7-0 vote in April. Indianola and Warren County voters approved a one cent sales tax to pay for the Water Resource Recovery Facility in 2016, which is currently under construction. ....
