Northam, a Democrat, said the incident - in which body-camera footage shows police pepper-spraying, striking and handcuffing Caron Nazario - “is disturbing and angered me.” Nazario, 27, who is Black and Latino, filed a lawsuit this month against Windsor Officers Joe Gutierrez and Daniel Crocker that alleges excessive force due to racial profiling.

RICHMOND, Va. (AP) â One of two police officers accused of pepper-spraying and pointing their guns at a Black Army officer during a traffic stop has since been fired, a Virginia town announced late Sunday, hours after the governor called for an independent investigation into the case.
The town of Windsor said in a statement that it joined calls from election officials, including Gov. Ralph Northam, in requesting an investigation by Virginia State Police into the December 2020 encounter in which two Windsor officers were accused of drawing their guns, pointing them at U.S. Army second lieutenant Caron Nazario and using a slang term to suggest he was facing execution.

Two police officers have come under fire after a video emerged showing them manhandle a black army second lieutenant at gunpoint during a traffic stop.
The incident that took place in Windsor, Virginia, on December 5, 2020, left the army officer, identified as Caron Nazario, confused and fearing for his life. He held his hands outside his car window as he tried to reason with the officers, who were clearly not willing to hear him out.
Reports revealed that the officers stopped him because his car didn’t have a permanent rear license plate.
When he told the officers that he was afraid to get out of his car, one officer replied, “Yeah, you should be!”
