There had been cities and towns that had problems but Shelby County itself was pretty good. So we signed them on. They decided to file a complaint. And so we did that. One of the thing that is we decided to do from the outset though was to bring two claims, which ended up being important, i think. The first was a challenge to section 4 b itself which was the coverage formula. The second was to bring a challenge to section 5. So because of some thing that is the court had said in northwest austin about coverage being outdated we thought breaking it down that way would crystalize the issue for the courts.
