CARES Act, Sheriff’s vehicles again discussed during Commissioners The Scioto County Commissioners had a lengthy agenda of 25 items during its Thursday morning session. SCIOTO The Scioto County Commissioners addressed 25 items on its Thursday agenda pertaining to such discussions surrounding the Earl Thomas Conley Park pump-track, CARES Act funds, the obsolete Sheriff’s Office vehicles, and more. With encouragement from the Scioto County Emergency Management Agency and the Sheriff’s Office, a proposal from On-Solve for a $10,500 mass notification system was introduced. “This could really become something awesome if the public chooses to utilize it,” said Commissioner Bryan Davis, saying a system of this sort was long overdue in the county.

Former corrections officer indicted by AG’s Office By Adam Black - ablack@aimmediamidwest.com PORTSMOUTH A former Scioto County Sheriff’s Office corrections officer has been indicted on felony charges for his role in the death of a jail inmate. Billy Thompson was indicted by a Scioto County grand jury Friday, April 16, on charges of murder, an unclassified felony; voluntary manslaughter, a felony of the first degree; and reckless homicide, a felony of the third degree. If convicted, Thompson could get 15 years to life in prison. Bailey, a 56-year-old from Portsmouth, died after a May 26 altercation with officers. He died at a Columbus hospital that following Monday, his autopsy revealing “complications of blunt force trauma to his head, neck and torso,” to be the causes of death and was investigated by the BCI as a homicide.

Sheriff vehicle junkyard situation resolved By Patrick Keck - pkeck@aimmediamidwest.com SCIOTO Thursday’s Scioto County Commissioners meeting was a brief nine item affair, but not one without significance. In its final legislation item, the commissioners announced that a memorandum of understanding had been reached between Scioto County Sheriff David Thoroughman and Juanita Belford, thus resolving a yearlong disagreement. “Item nine has been a longtime coming,” said Commissioner Bryan Davis, going back to at least September 2019. “I really appreciate Mrs. Belford and her family in working with our prosecutors in resolving this.” Through the agreement, the retired Sheriff vehicles that have sat at the junkyard of retired and now deceased special deputy Jess Belford will be removed and taken to a licensed salvage yard. New vehicles, deputies coming to Sheriff’s Office By Patrick Keck - pkeck@aimmediamidwest.com During Thursday’s Scioto County Commissioners session, the Sheriff’s Office announced that it would be adding 11 new vehicles and two part-time township deputies. SCIOTO- The Scioto County Commissioners granted multiple requests from the sheriff’s office during its Thursday meeting, moves that will both update and expand its services. Using funds at his discretion, Sheriff David Thoroughman was in attendance to explain the request for 11 new vehicles- 10 from the rotary fund and one through federal forfeiture. The new vehicles would be Dodge Durangos and Chevy Tahoes.
